This high-level panel examines how cities can turn climate vulnerability data into routine capital planning, investment and budgeting. It will discuss the C40 report Mainstreaming Climate Adaptation in City Financial Planning and Budgeting and how cities are institutionalizing climate resilience across urban governance.

The session will cover strategies for embedding adaptation in multi-year capital plans, governance and procurement changes, and peer exchange among municipal finance and climate-policy practitioners.
