Advancing Climate and Health Action on the Road to COP30 – A Dialogue on the Belém Health Action Plan
The climate crisis is a health crisis. From heatwaves to disease outbreaks, climate change is endangering lives and straining health systems worldwide. While health is beginning to gain traction in climate policy, and vice versa, progress remains fragmented and underfunded.
As the host of COP30 in Belém, Brazil is seizing the opportunity to change this trajectory. At COP30, the focus will be on action. More than just a platform for diplomatic negotiations, Brazil is leading the development of a robust action agenda aimed at implementing concrete solutions. In this context, the Ministry of Health is spearheading the Belém Health Action Plan, a bold, equity-centered roadmap to embed health into climate action.
The Plan serves as an umbrella for adaptation solutions, encompassing health surveillance, technological innovation, and the strengthening of evidence-based multisectoral policies, and it seeks endorsement from UNFCCC member states, civil society, academia, the private sector and international organizations.
During COP30 Health Day, Brazil intends to announce endorsements of the Belém Health Action Plan by Ministries of Health, committing to advance the plan through national-level initiatives in the lead-up to the Global Stocktake.
Taking place during Climate Week NYC and on the sidelines of the UN General Assembly, this event will present an updated version of the Belém Health Action Plan, along with its supporting documents, as part of efforts to secure endorsements from relevant stakeholders. Attendees will include Permanent Representatives to the United Nations, particularly climate and health negotiators, to build buy-in and secure endorsement for the plan. Attendees will hear from Brazil’s COP30 presidency, the Ministry of Health, and climate representatives.
At its core, this event is part of a collective call to action — a true MUTIRAO of the health sector to save lives and ensure a healthy future for all.
